Francis Smith

Mr. Smith serves as Senior Vice President/General Counsel to Chartered Health Plan, Inc. He previously served as Executive Director of the District of Columbia Financial Responsibility and Management Assistance Authority (the “DC Control Board”), which oversaw all DC’s finances. While leading the DC Control Board, Mr. Smith was involved in many education-related issues, and he served as General Counsel for Howard University. He is a member of the Bar of U.S. District Court for the District of Maryland, U.S. Court of Appeals for the District of Columbia, U.S. District Court for the District of Columbia, and the District of Columbia Court of Appeals. Mr. Smith received a B.A. from The Johns Hopkins University and Juris Doctor from Georgetown University Law Center. Mr. Smith resides in the District of Columbia.
