Highly Qualified Teachers: To be deemed highly qualified, teachers must have:
1) a bachelor's degree,
2) full state certification or licensure, and
3) prove that they know each subject they teach.

State Requirements: NCLB requires states to 1) measure the extent to which all students have highly qualified teachers, particularly minority and disadvantaged students, 2) adopt goals and plans to ensure all teachers are highly qualified and, 3) publicly report plans and progress in meeting teacher quality goals.

Demonstration of Competency: Teachers (in middle and high school) must prove that they know the subject they teach with: 1) a major in the subject they teach, 2) credits equivalent to a major in the subject, 3) passage of a state-developed test, 4) HOUSSE (for current teachers only, see below), 5) an advanced certification from the state, or 6) a graduate degree.

High, Objective, Uniform State Standard of Evaluation (HOUSSE): NCLB allows states to develop an additional way for current teachers to demonstrate subject-matter competency and meet highly qualified teacher requirements. Proof may consist of a combination of teaching experience, professional development, and knowledge in the subject garnered over time in the profession.

Highly Qualified Requirements for DC Charter Schools

Elementary Teachers
   - Bachelor's Degree; AND
   - Passage of Praxis II: Elementary Education, Content Knowledge exam (#0014)

Secondary Mathematics Teachers
   - Bachelor's Degree; AND
   - One of the following:
     *Passage of Praxis II: Mathematics, Content Knowledge exam (#0061); OR
     *Undergradate Major in Mathematics; OR
     *Undergraduate Major Equivalent in Mathematics; OR
     *Graduate Major in Mathematics

Secondary Science Teachers
   - Bachelor's Degree; AND
   - One of the following:
     *Passage of Praxis II: General Science, Content Knowledge exams (#0431 and #0432)); OR
     *Undergradate Major in Science; OR
     *Undergraduate Major Equivalent in Science; OR
     *Graduate Major in Science

Secondary English Teachers
   - Bachelor's Degree; AND
   - One of the following:
     *Passage of Praxis II: English Lang, Lit, & Comp, Content Knowledge exam (#0041); OR
     *Undergradate Major in English; OR
     *Undergraduate Major Equivalent in English; OR
     *Graduate Major in English

Secondary Social Studies Teachers
   - Bachelor's Degree; AND
   - One of the following:
     *Passage of Praxis II: Social Studies, Content Knowledge exam (#0081); OR
     *Undergradate Major in Social Studies; OR
     *Undergraduate Major Equivalent in Social Studies; OR
     *Graduate Major in Social Studies

Art Teachers
   - Bachelor's Degree; AND
   - One of the following:
     *Undergradate Major in Art; OR
     *Undergraduate Major Equivalent in Art; OR
     *Graduate Major in Art

English as a Second Language Teachers
   - Bachelor's Degree; AND
   - One of the following:
     *Passage of Praxis II: English to Speakers of Other Languages exam (#0360); OR
     *Undergradate Major in English as a Second Language OR
     *Undergraduate Major Equivalent in English as a Second Language OR
     *Graduate Major in English as a Second Language

Spanish Teachers
   - Bachelor's Degree; AND
   - One of the following:
     *Passage of Praxis II: Spanish, Content Knowledge exam (#0191); OR
     *Undergradate Major in Spanish OR
     *Undergraduate Major Equivalent in Spanish OR
     *Graduate Major in Spanish

Physical Education Teachers
   - There is no NCLB requirement for Physical Education Teachers

Early Childhood Teachers
   - There is no NCLB requirement for Early Childhood Teachers

Special Education Teachers
   - All Special Education Teachers require at least a Bachelor's Degree and certification in Special Education ( IDEA)

Paraprofessionals
   - One of the following:
     *Passage of ParaPro exam; OR
     *Associates Degree or higher; OR
     *Associates Equivalent (120 credits)
