CAPCS is governed by a Board of Trustees composed of 14 members, one of whom holds a non-voting Emeritus position. The by-laws provide for an odd number of Board members between 3 and 15, with at least two parent members. Board members serve a two-year term and may succeed themselves. The Board meets at least quarterly and usually every other month, with additional meetings called as necessary. There are five standing committees: (i) Education, which oversees all matters related to the educational activities of the school, reviews performance on annual standardized tests, tracks progress over time, reviews Annual Report, receives results of Board of Education Monitoring Report and CAPCS' response. (ii) Governance, which provides oversight of the management company, monitors the timely submission of all required reports, reviews monitoring reports from the chartering authority, develops changes to the by-laws, monitors major projects, makes recommendations on plans for growth, recommends new members of the Board, approves hiring and firing of key personnel; (iii) Finance, which oversees all major financial issues related to the school; (iv) Audit, which hires auditors, reviews audit input, reviews the final audit document, and makes recommendations to the Board based on the findings; and (v) Development, which develops and implements a fundraising program for the school.

Ms.
Marshall is the founding Executive Director of the Community Partnership for the Prevention of Homelessness, a public/private partnership in the District of Columbia. The Community Partnership works to foster local neighborhood
initiatives to resolve chronic community problems, including homelessness. The Partnership was the implementing entity for the D.C. Initiative on Homelessness, a $20 million national demonstration in partnership with the District
government and HUD. Currently, the Partnership administers publicly funded services to the homeless in the District. Ms. Marshall has provided technical assistance to New York, Philadelphia and Chicago in areas of homelessness,
continuum of care development and implementation, development of plans to end homelessness and replication of D.C.'s model Community Care Grant Program. She also has significant experience in providing technical assistance to
nonprofit, community-based organizations in the areas of capacity building, organizational development and management, and economic development. She served as Vice-Chairperson of the District of Columbia Housing Finance Agency for
eight years. Ms. Marshall has a history of public service that includes Chief of Staff of the Department of Human Services, the Mayor's Homeless Coordinator, Staff Economist to the D.C. City Council Committee on Finance and Revenue,
and housing market analyst for the Urban Institute. She served as a member of the Mayor's Advisory Commission on HIC/AIDS and the Comprehensive Plan Task Force. Ms. Marshall received a B.A. in Economics from Antioch College.
Pamela H. Bankett (parent member)
Ms. Bankett is an Administrative Manager with Ernst & Young. She previously worked at several DC radio and television stations, including WFTY-TV 50 where she was the
station's program manager, focusing on children's programming. She serves as President of the Parish Pastoral Council at St. Gabriel's Roman Catholic church and was one of the founding members of the church's Youth
Committee. A graduate of Howard University, Ms. Bankett serves as the PTA Vice President at the Rand campus.
Mr. Chili is a business development consultant for TLK Group, a leading independent cable TV call center and marketing company. He also serves as the current President of the Duke Club of Washington, which has an ongoing relationship with CAPCS. It members organize regular field trips for students and were responsible for creating a reading room for students at the Amos 1 campus. Mr. Chili was Regional Manager – Business Services and Regional Manager – Commercial Development for Comcast Cable and served as Vice President – Marketing/Sales/Programming for CSN/HTS/Viacom. He holds a B.A. from Duke and an MBA from Duke’s Fuqua School of Business.
Ms. Cowan is an attorney with 15 years of experience in corporate law. Her passion for educational policy issues led to appointment as a Court Appointed Special Advocate through the Virginia juvenile and family court system. Ms. Cowan serves as a Board member for Teaching for Change and has actively tutored children for the past 15 years in DC schools and through Project North star. She is a graduate of the University of Southern California and received her JD from the University of California at Los Angeles School of Law.
Greshaun J. Fulgham
Mr. Fulgham
is Senior Vice President and Senior Commercial Real Estate Loan Officer for Fidelity and Trust Bank, a full service community bank. He manages the real estate lending department and is also the designated Community Reinvestment Act
Officer and actively participates in the Asset Liability Committee. Prior to helping to establish Fidelity and Trust, Mr. Fulgham served as Vice President and Business Service Officer with BB&T's Commercial Loan Office. He
received a B.S. from Hampton Sydney College. He is an active member of a number of community and civic organizations, including the DC Chamber of Commerce. He serves as Treasurer and Board Member of the Frederick B. Abramson
Foundation.
Dr. Dorothy Irene Height (Emeritus)
An international legend in the struggle for equality and human rights, Dr. Height has had a long and distinguished career in both the public and private sectors. She is known
primarily for her leadership role with the YWCA and the National Council of Negro Women (NCNW). She has traveled widely throughout the world to study, teach and promote the cause of a just and humane world. She has represented
the U.S. in many international organizations and at conferences. Her work has earned her a long list of honorary degrees and honors. Dr. Height holds a Bachelor's and a Master's degree from New York University and did further
post graduate work at Columbia University and the New York School for Social Work.
Uzma Malik-Dorman
Ms. Malik-Dorman is a Principal with Thompson, Cobb, Bazillo & Associates, PC, (TCBA). She has more than 14 years of experience in public accounting, specializing in auditing, accounting and consulting services for commercial, government
agencies and non-profit entities. Ms. Malik-Dorman serves as the quality control partner at the firm. Prior to joining TCBA, she worked at KPMG on audits of commercial, governmental and nonprofit entitites. She is a CPA and
received a B.A. in accounting from Towson State University.
Arnold Montgomery (Secretary/Treasurer)
As Senior Program Director for Local Initiatives Support Corporation (LISC), Mr. Montgomery oversees the administration and finance department. His previous experience includes 17
years as an independent consultant with an extensive list of clients. Mr. Montgomery received a Bachelor of Science degree and a Master of Science degree in Physics from Howard University, and holds an MBA degree from Harvard Graduate
School of Business Administration.
Francis S. Smith, Esq
Mr. Smith serves as General Counsel to DC Healthcare Systems, Inc. and was Executive Director of the District of Columbia Financial Responsibility and Management Assistance Authority (the "DC Control Board") in the 1990s. While leading
the DC Control Board, Mr. Smith was involved in many education-related issues. Among his other executive positions, he served as General Counsel for Howard University. He is a member of the Bar of U.S. District Court for the
District of Maryland, U.S. Court of Appeals for the District of Columbia, U.S. District Court for the District of Columbia, and the District of Columbia Court of Appeals. Mr. Smith received a B.A. from The Johns Hopkins University and
Juris Doctor from Georgetown University Law Center.
Christopher Tate (parent member)
Mr. Tate provides legal services to a prominent DC law firm, primarily in the area of information technology. He is the Director of Music for Union Bethel AME church where he was in charge of seven choirs in two church locations. Since enrolling his children at CAPCS, Mr. Tate has become an active volunteer, organizing events and promoting greater parent involvement, particularly by fathers. Mr. Tate attended the University of Colorado.
Glegg Watson
Mr. Watson is a retired
Vice President, Public and Urban Affairs for the U.S. Customer Operations of Xerox Corporation. He held various management positions within Xerox, including Manager of Affirmative Action, Manager of EEO Compliance and Manager of Human
Resources. Prior to joining Xerox, he served as Senior Consultant at Booz, Allen and Hamilton. He has also been a Washington Post reporter and an adjunct Professor at Yale University. Mr. Watson received an undergraduate
degree from Howard University, a Master's degree from Syracuse University and an ABD degree from Syracuse.
Helen M. Williams
Ms. Williams had
a distinguished 32-year career as a DC Public School teacher. In addition to being a classroom teacher, Ms. Williams served as Lead Teacher, Demonstration Teacher, Standards Specialist, and Resident Mentor. She was Chairperson of
the Global Village Department at Brightwood Elementary and served as a Reading Teacher. A graduate of Federal City College, Ms. Williams did post graduate work at Trinity College, University of the District of Columbia, and George
Washington University.
Mr. Woolley is Senior Vice President –Wireless Public Policy and Government Relations for Verizon. He heads Verizon’s Wireless public policy initiatives in Congress, the Executive branch and the States. He holds a Bachelor’s degree and a Masters degree from Johns Hopkins University and the Newhouse School of Communications at Syracuse University where he and his wife have established an African-American and Hispanic graduate scholarship award. Mr. Woolley serves on the World Affairs Council Board, the Newhouse School of Communications Advisory Board, and the Board of Directors of Everybody Wins, a reading mentor program in Washington, DC. He represents Verizon in the Executive Leadership Council, an organization of African-American senior executives of Fortune 500 companies.
